Regina is chair of the firm’s Insurance & Reinsurance practice group. For over three decades, she has represented national and local insurers in coverage disputes with insureds and other carriers, in bad-faith claims, and as a trusted advisor on a variety of business issues, including policy drafting and claims-handling best practices. She also has served as personal and monitoring counsel for individual and business insureds and advised them on selection of policies, coverage disputes and risk management.

Regina has been named “Lawyer of the Year” by Best Lawyers in America for her work in insurance as well as legal malpractice law. She has represented carriers in matters throughout New England, in the Mid-Atlantic states and across the country. Regina has served as east-coast coverage counsel for a major insurer of attorneys, and as New England regional extra-contractual counsel for a national professional-liability carrier. For almost three decades, she has been primary coverage counsel for one of the largest homeowners’ carriers in Massachusetts.

Regina also devotes a significant portion of her practice to the representation of other attorneys. She is frequently retained as personal counsel for insured attorneys and as monitoring counsel for insurers in the defense of complex professional-liability matters. She has handled a number of appellate cases raising issues of first impression in Massachusetts, including whether a client can assign a legal-malpractice claim to someone else, and what standard should govern business transactions between lawyers and their clients. Regina also has significant experience representing lawyers and law firms in cases involving law-firm breakups, partnership disputes, and fee disputes, and she provides advice to professionals and firms on the drafting and revision of partnership agreements, on ethics questions, and on matters of insurance and risk management.

Regina served on the Massachusetts Board of Bar Overseers, to which she was appointed by the state’s Supreme Judicial Court, from 2013 to June 2017. Since 2009, she has served on the SJC’s Standing Advisory Committee on the Rules of Professional Conduct and participated in the recent re-drafting of those Rules

Regina is Sugarman Rogers’s general counsel. She was the firm’s managing partner for more than 17 years, having been one of the first female managing partners in a Boston law firm.
