An excerpt: A half-dozen constitutional law experts in Massachusetts reached by the Telegram & Gazette – including some who lamented the question needs to be asked – were unanimous in their answer: no. “Although every legal challenge must be considered on a case by case basis, generally, I think most challenges to the governor’s emergency actions thus far would likely fail,” Kate R. Cook, a partner at Sugarman, Rogers, Barshak & Cohen who served as chief legal counsel to former Gov. Deval Patrick, wrote in an email Thursday.
